The Navy Visibility and Management of Operating and Support Costs (VAMOSC) management information system collects and reports US Navy and Marine Corps historical operating and support (O&S) costs. VAMOSC provides the direct O&S costs of weapon systems, some linked indirect costs (e.g., ship depot overhead), and related non-cost information such as flying hour metrics, steaming hours, age of aircraft, etc. The VAMOSC Military Personnel databases contain personnel costs and attribute data. VAMOSC has recently added databases covering Navy Department civilian personnel and Navy facilities physical characteristics and operating costs.
Depending on the specific commodity type and system, these relational databases contain up to 25 years of data presented by fiscal year in alternative hierarchical cost element structures. The current content of the VAMOSC databases is summarized below:

Depending on the cost element, data for a particular commodity is available not only at the system level, but also at the subsystem and component levels. The cost data include expenditures or obligations collected annually from over 160 different sources. The VAMOSC Team collects, verifies and validates, processes and distributes the data.

Cost analysts use VAMOSC data to develop the O&S portion of life cycle cost (LCC) estimates for future weapon systems. VAMOSC contributes to the Navy's efforts to reduce the Total Ownership Cost (TOC) of legacy and future weapon systems. VAMOSC is being used to identify significant cost drivers that represent cost reduction opportunities. VAMOSC also supports special studies/analyses, cost research, and modeling and simulation. Recent VAMOSC improvements have increased the breadth (i.e., coverage of weapon systems and cost elements), depth (i.e., level of detail provided), and timeliness of VAMOSC reporting.

The Naval VAMOSC databases are currently available to US government personnel and government contractors by several means. Frequent users have direct access to the databases and retrieve data themselves. Those who have a one-time or infrequent requirement can request
data directly from the VAMOSC program office.

History
of the Navy VAMOSC Program
- 1975 - Deputy Secretary of Defense directed Services
to collect actual operating and support (O&S) costs of defense
systems.
- 1976 - Chief of Naval Operations initiated the Navy and
Marine aircraft data system (managed by Naval Air Systems Command).
- 1977 - Navy ship data system initiated (managed by Naval
Sea Systems Command).
- 1984 - DoD established Visibility and Management of Operating
and Support Costs (VAMOSC) and a VAMOSC steering committee.
- 1988 - Senate Appropriation Committee directed each Service
to develop capability to report accurate and verifiable O&S
costs.
- 1992 - The Department of the Navy centralized management
of Navy VAMOSC under the Naval Center for Cost Analysis (NCCA)
in October.
- 1997 - Navy VAMOSC database management information system
moved to electronic database environment.
- 1998 - Navy VAMOSC became fully web-enabled.
- 1999 - Independent Verification and Validation effort
initiated; completed in 2000.
- 2002 - Major Navy VAMOSC re-engineering completed; significant enhancements and improvements delivered.
- 2003 - Navy Cost Analysis Division (NCAD) is formed by
merging NCCA into FMB.
- 2006 - NCAD is renamed NCCA per direction of ASN FM&C.
